West Sumatra Province in the National Digital Transformation Index

West Sumatra Province once again has achieved a commendable milestone in its efforts to accelerate digital transformation. Based on the 2024 National Digital Transformation Index (TDN) measurements released by the Ministry of Communication and Digital of the Republic of Indonesia, West Sumatra Province secured a score of 60.38, categorized as "Good", marking a 1.58-point increase from its 2023 score of 58.80. This index score surpasses the national average of 55.52. These results demonstrate that the digital transformation policies and programs implemented by the West Sumatra Provincial Government, in collaboration with all stakeholders, are yielding tangible outcomes.
This improvement reflects consistent progress in the development of the regional digital ecosystem. Such success demonstrates that digital transformation in West Sumatra extends beyond mere infrastructure development, encompassing aspects of governance, enhanced public service quality, community capacity building, and the utilization of technology to support regional development.
By the regional level, West Sumatra Province ranks third, trailing the Riau Islands Province and Bangka Belitung Islands Province. Nationally, West Sumatra ranks 13th out of 38 provinces. This standing reflects the province's improving competitiveness relative to others and demonstrates its ability to keep pace with and adapt to the evolution of digital transformation in a competitive manner.
The TDN Index is a measurement tool developed by the Ministry of Communication and Digital Affairs in collaboration with LPEM FEB University of Indonesia, starting in 2023. It adapts the UNESCAP Digital Transformation Index concept, tailoring it to Indonesia's specific characteristics. Assessments are conducted across four key pillars—Network and Infrastructure, Government, Business, and Society—analyzed through the stages of foundation, adoption, and acceleration. Through this approach, the TDN Index not only measures current conditions but also provides an overview of the digital transformation maturity level of each region.
The measurement results indicate that the Government pillar serves as the primary strength of West Sumatra Province, with a score of 71.14. This figure reflects improvements in electronic-based governance, enhanced quality of digital public services, and the expanded use of information technology to support government administrative processes.
In the Society side also demonstrated excellent performance with a score of 70.36, reflecting rising digital literacy, internet usage rates, and societal readiness to utilize digital services.
Meanwhile, the Business side scored 52.61, and the Network and Infrastructure side scored 51.26. The performance of these two pillars is not yet satisfactory when compared to the other two; however, there remains significant chance for further improvement and acceleration. Strengthening telecommunications infrastructure, expanding access to high-quality internet, accelerating the digitalization of MSMEs, and increasing technology adoption by the business sector are key priorities that must continue to be driven forward so that the benefits of digital transformation can be felt more equitably across West Sumatra Province.
Digital transformation plays a highly strategic role in supporting regional development. Digitalization enhances the quality of public services, making them faster, more transparent, effective, and accountable. Furthermore, digital transformation fosters the growth of the digital economy, expands business opportunities, improves bureaucratic efficiency, and strengthens regional competitiveness, while also providing the public with broader, easier, and faster access to education, healthcare, and various other public services.
Going forward, the TDN Index results are expected to serve as a basis for evaluation and a guide for formulating more targeted digital transformation policies. The West Sumatra Provincial Government, together with Regency and City Governments, will continue to strengthen internal collaboration as well as partnerships with the Central Government, the business sector, higher education institutions, various communities, and the general public to build an inclusive, sustainable, and competitive digital ecosystem.
Through strengthened synergy, enhanced human resource quality, and reinforced digital infrastructure, West Sumatra is expected to achieve a better TDN Index in the future, while simultaneously accelerating the realization of modernized public services and innovation-driven regional development.
